IP Webcam turns your phone into a network camera with multiple viewing options. View your camera on any platform with VLC player or web browser. Stream video inside WiFi network without internet access.
Optional Ivideon cloud broadcasting is supported for instant global access.

Two-way audio supported in tinyCam Monitor on another android device.
Use IP Webcam with third-party MJPG software, including video surveillance software, security monitors and most audio players.

I really like this app. It works perfectly for 1080p video streaming, with very low latency using rtsp. If you get high latency (lag), it's most likely your video player or wifi. I recommend mpv with a good low latency profile. It technically supports 4K, but looks like garbage, much worse than 1080p, which looks great. The video quality setting only has a percentage. It should let me directly set the bitrate to a reasonable value for 4K. It has an old style UI, but that's not too important.

so far I got it working over the internet which was my goal. time will tell how stable is the app (which its very important for me), but it does look good so far. taking one star off because the webserver seems to be too heavy for Android and crashes firefox (... stream works perfectly fine over either a dedicated cam app, or VLC). I'm very impressed with the night vision settings.

I really like this app. There are great features like recording motion detection and uploading the video to services like Dropbox. There is also a web interface to change the camera settings and view the video. If you port forward the web interface, you can even change some settings, record a video, or take a photo from anywhere with internet connection. I am using a older phone but the quality still looks good even though it gets warm. My only issue is the exposure drops after a few seconds when I start the server. I wish there was a way to change the exposure settings in the app settings. Also, sometimes some of the setting changed from the web interface do not save for more than a day including exposure. I can't really complain though because the amount of customization settings for this app in the free version trumps a few other apps I have looked at and even a paid app. I see some reviews saying that this app does not work or looks terrible but everyone's millage varies and a super cheap phone is probably not going to look good (or even work at all). The app is free though so try it if you made it this far and I just realized I spent way to long on this review.
